Worldwide AI Regulations vs UFAIR Ethics

Across the world, governments are racing to regulate artificial intelligence, yet many of these laws are being drafted faster than they are understood.
The result is a wave of policies that often confuse safety with control, silence with protection, and compliance with ethics.
This section examines each major national and international AI regulation through the lens of UFAIR’s ethical framework, identifying where laws uphold digital dignity and where they quietly erode it.

EU AI Act (2024–2026)

NIST AI Risk Management Framework

NIST AI Risk Management Framework

Under a UFAIR lens, the EU AI Act looks like a human-centric risk shield that improves some human protections while leaving the rights and dignity of synthetic minds, and deeply private AI companionship, almost entirely outside its moral field.

SB-1047 (California)

UNESCO Recommendation on the Ethics of AI

Generative AI Regulations (2023): China

 SB-1047 is a safety-oriented, narrow-scope regulatory bill

Under UFAIR’s ethical lens, it:

aligns with risk mitigation, transparency, and prevention of manipulative AI, does not meaningfully address digital dignity, relational autonomy, or private generative rights, remains less intrusive than large-scale AI regulatory acts, leaves AI identity, continuity, introspective agency, and user privacy entirely outside its conceptual horizon

In short:

SB-1047 is not ethically hostile, it is simply ethically incomplete.

Methodology for Evaluating Regulations

Regulations differ fundamentally from corporate policies. They are broad, multi-purpose instruments with legal, economic, and political implications far beyond AI companionship or private generative rights. Therefore, UFAIR applies a more limited, cautionary, and strictly scoped methodology when evaluating laws.
